A jubilant Ronald Reagan displays a doodled self-portrait, reflecting the triumph of his 190-day counter-revolution. In the final legislative battle over his economic program, 48 House Democrats moved over to help the President win a 238-to-195 victory - the largest tax cut in U.S. history. On the same day, his radical tax cut package was endorsed by the Republican-controlled Senate by a vote of 89 to 11. In approving the President's policy, the Congress thus reversed 50 years of government policy begun under President Franklin Roosevelt and his "New Deal." "We have made a new beginning," exulted the President. July 29, 1981
